Presented findings on the 2023 consent-agenda approval, contract signing dates, ALPR policy, park cameras, data sharing and Flock's state licensing, and asked what council action authorized the expansion beyond Jordan Creek. The mayor said the city would respond.

Emailed a complaint to the Department's contractor registration office under Iowa Code chapter 91C concerning Flock Group Inc. On April 24 the Department replied that it had contacted Flock about the need for a contractor license; on May 4 it closed the matter after Flock completed registration.

Sent the Department a request for determination on past unlicensed work by Flock Group Inc., questioning closure of the matter on a prospective-only basis and asking for the statutory authority and for clarification of the authority having jurisdiction. On May 4 the Department wrote that Flock had completed the requirements and a license was issued April 30, 2026.

Identified the speaker as running DSM Sentinel, described blank reason fields in a public search-audit export, said a blank field does not establish misconduct, and asked what the June 5 subcommittee concluded, what the monthly audit examines, and where the reason field becomes blank.

Described the West Des Moines investigation and dsmsentinel.org, and asked whether the city checks the licensure of vendors placed on consent agendas.

Spoke on how the 2023 Flock approval, funding including a donation earmarked for the program, permits and policy fit together, said none of those steps was being claimed improper, and asked the council to keep a plain-language public overview of authorization, policy, retention, cost and oversight.

Asked about a Flock payment on the Aug. 13 bill list that the list already recorded as paid, asked the council to pull the item, and asked that the executed agreement, the renewal document and the outbound-sharing policy be made public. Gave the clerk a printed copy.

Asked for the executed ALPR authorization documents with a camera-by-camera crosswalk, the records behind the city's ALPR control and outcome claims, and the public portions of the Multi-Hazards Emergency Operations Plan (item 9.1). The clerk treated this as a spoken records request.
Consent item 6.11 (Resolution 253-2026), video-redaction fee agreement
Emailed written comment to the mayor and council members asking that item 6.11 be removed from the consent agenda for separate discussion, citing concern about access to public records.

Presented requests for Flock transparency and oversight, with written materials. The council voted 3-0 for the clerk to receive and file them.
Item 33, entertainment-district planning agreement
Said the speaker was not against planning around the event center, asked who owns the study-area land, for a not-to-exceed amount, for confirmation that a supervisor keeps no financial interest in the consulting firm, and whether work was done before approval, and asked the board to defer item 33 until the answers are public or are put in the motion.
